A BILL making a supplementary appropriation of public money out
of the treasury from the balance of all general revenues
remaining unappropriated for the fiscal year ending June
thirtieth, one thousand nine hundred ninety-five, to the
state department of education, account no. fund 0313 fiscal
year 1995 org 0402, chapter one, acts of the Legislature,
first extraordinary session, one thousand nine hundred
ninety-four, known as the "Budget Bill."
WHEREAS, The governor submitted to the Legislature the executive
budget document, dated January 12, 1994, which included a statement
of the state fund, general revenue, setting forth therein the cash
balance and investments as of July 1, 1994, and further included
the estimate of revenues for fiscal year 1994-95, less net appropriation balances forwarded and regular appropriations for
fiscal year 1994-95;
WHEREAS, The Legislature has heretofore and during the first
extraordinary session, 1994, enacted a Budget Bill for fiscal year
1994-95 and certain supplementary appropriation bills for such
fiscal year, all well within the governor's estimates of available
revenues, thereby leaving revenues for further appropriation; and
WHEREAS, It thus appearing from the aforesaid and the governor's
executive budget document that a sufficient balance of general
revenue is available for further supplementary appropriation for
the fiscal year ending June thirtieth, one thousand nine hundred
ninety-five; therefore,
Be it enacted by the Legislature of West Virginia:
That account no. fund 0470 fiscal year 1995 organization 0702,
chapter one, acts of the Legislature, first extraordinary session,
one thousand nine hundred ninety-four, known as the Budget Bill, be
supplemented by adding thereto the following sums to the designated
line items:

Any unexpended balance remaining in the appropriation for
Computer Basic Skills (fund 0313, activity 145) at the close of the
fiscal year 1994-95 is hereby reappropriated for expenditure during
the fiscal year 1995-96.
The purpose of this bill is to supplement the aforesaid
account and item therein, with such amount being available for
expenditure upon the effective date of this bill and in the fiscal
year 1994-95, thereby making the amount available for expenditure
from the above-referenced account during said fiscal year ending
June thirtieth, one thousand nine hundred ninety-five, a total of
$14,379,538.00.
Note: The purpose of this bill is to provide a supplementary
appropriation to the State Department of Education in the amount of
one million dollars to be used for the computer basic skills.
